Approach for determining functional flexibility of the workforce based on training losses and employee specific risks

A major element of a production system is the workforce, which can cause volatility due to individual performance and varying competence levels. Competence development is a requirement for mandatory qualifications and necessary to ensure performance of the production. Therefore, functional flexibility is an important dimension, because it states how many employee-task-combinations are available based on the average amount of trained tasks per employee. Two major risks concerning the workforce are short-term absences and employee fluctuation. If these risks occur unexpectedly, an adaption of the workforce to compensate resulting effects is necessary. Predicting training costs and putting them into relation to the probability of occurrence of these risks enables an approach to assess the consequences of changes in functional flexibility. The proposed approach aims for providing a framework to define risk-optimized functional flexibility and provides a basis for planning the course of competence development of the workforce.
